Semra Tuncel was born in Kars in 1953. He graduated from Manisa High School in 1971. He completed his undergraduate education at METU in 1977 and his master's degree in 1979. He received his doctorate from the University of Maryland in the USA in 1986. He conducted research on subjects such as collecting and analyzing pollutants that cause environmental pollution in air, rain and fog samples, determining the sources of pollutants using the Receptor Model, examining the transport mechanisms of pollutants with the "Air Mass Trajectory" model, examining the chemistry of acid rain and identifying its sources.
