Mehpare Bilhan was born in 1943 in Vize, Kırklareli. She graduated from Kandilli Girls' High School. He received his bachelor's and doctorate degrees in mathematics from Pierre-et-Marie-Curie University, Paris VI, with a grant from Turkey. He started working at Hacettepe University in 1974. He transferred to METU in 1980 with the encouragement of Cahit Arf and Gündüz İkeda. He concentrated his work on density theorems for spherical objects. He has published numerous research articles in national and international journals on algebraic number theory and related fields. He wrote two co-authored textbooks on abstract algebra. He made academic visits to various institutions in Italy, France and Egypt. He worked as a part-time researcher at the Feza Gürsey Institute in Istanbul between 1997-2003. He gave many speeches at conferences abroad and in Turkey and gave lectures at international summer schools, TÜBİTAK graduate summer schools and school teachers' training programs.
