Cem Tezer was born in Bilecik in 1955. He graduated from Ankara Atatürk High School in 1971. He completed his undergraduate education in mathematics at Cambridge University in 1976. He received his doctorate from Heidelberg University in 1983. He started working at METU in 1984. He was appointed as Assistant Professor in 1987, Associate Professor in 1989, and Professor in 1995. He gave lectures at METU Northern Cyprus Campus in various years. He made academic visits to various countries such as Kazakhstan and England. In 2013, he was a visiting researcher at the University of Seville, Spain.
